Fingerprints: Frequently Asked Questions

  • Q: Who must submit fingerprints?

    A: Oregon resident applicants who seek an initial producer, adjuster, consultant, viatical settlement broker or viatical settlement provider license on or after September 1, 2009.

  • Q: I have an Oregon resident license and will be renewing it. Do I need to submit fingerprints?

    A: Only if requested.

  • Q: What will you do with the fingerprints?

    A: At our request, state and federal police agencies will perform fingerprint-based record checks and provide the division with a list of any criminal convictions. Some crimes are considered relevant to whether a person is fit to be licensed and the administrative rules referenced below explain this and other factors we must take into account during our evaluation to ensure you satisfy the requirements to hold a license. The rules that explain these requirements, OAR 836-072-0001 to 836-072-0045, were adopted December 9, 2008 and are available on our Web site at: http://arcweb.sos.state.or.us/rules/OARS_800/OAR_836/836_072.html.

  • Q: Does a criminal conviction prevent a person from obtaining a license?

    A: A criminal conviction does not automatically disqualify a person from receiving a license. The Oregon Insurance Division reviews each application individually, and makes a determination on a case-by-case basis after evaluating many factors.

  • Q: What information should I provide with the application concerning my background?

    A: Please provide any court documents associated with any and all convictions and an explanation of the circumstances.

  • Q: Where can I go to get my fingerprints?

    A: Fingerprinting services are available from most state and county law enforcement agencies. You are responsible for any fees charged for this service.

  • Q: How do resident applicants submit fingerprints?

    A: Once you've been fingerprinted, submit the Fingerprint card, a completed Criminal Records Request form 4862 and the required $47.25 background check fee to us. Here's the address:
