Administrative Rules

  • SB 21 Rules establish reporting requirements for grievance procedures, utilization review, quality assessment and improvement, and network scope, and deal with disclosure of health insurance coverage issues and other matters.
  • Coordination of Benefit (COB) and Trade Practices Rules (OAR 836-020-0740) standardize the period within which an insurer must respond to and resolve a health insurance claim when the claim involves application of coordination of benefits provisions and also standardizes terminology used for counting days in rules governing claims practices generally.
  • Rates and Forms Filing Rules govern the filing and review of insurance rates and forms, adding certification forms for new health insurance coverage and adding provisions relating to rates for health insurance.
  • Established rules: insurance-related rules that have been published by the Secretary of State's office. It currently takes about six months from filing a new rule to publication on the Secretary of State's Web site.
