Registration required for warrantors of vehicle theft protection products and servicesHouse Bill 3386, approved by the 2007 Oregon Legislature, creates a warranty program for vehicle theft protection products and services. The registration program, which is administered by the Department of Consumer and Business Services (DCBS), begins operation July 1, 2008. A "Vehicle Protection Product" means a product, system or service that is designed to prevent a particular type of loss or damage to a vehicle from theft, and that is:
The law requires product sellers or warrantors to furnish consumers with a copy of the warranty. Laws governing vehicle theft protection product warranties are in Chapter 646A of the Oregon Revised Statutes (ORS 646A.430 through 646A.452). The DCBS Insurance Division adopted administrative rules to implement the licensing program. These rules may be found in OAR Chapter 836, Division 200 (OAR 836-200-0105 through 836-200-0140).
