Enhances the state's version of COBRA by allowing spouses and dependents covered on a health
insurance plan to elect state continuation coverage if an employee's health insurance is
terminated, clarifying that an employee is eligible for state continuation coverage when
health insurance is terminated as a result of a reduction in hours, and requiring notification
about state continuation benefits.

Prohibits insurer from canceling, rescinding or refusing to renew policy except for fraud
or intentional misrepresentation of material fact. Requires insurers to notify the Department
of Consumer and Business Services within 30 days of rescinding a health insurance policy.

Requires insurance companies to offer a basic health plan with a minimum level of benefits
consistent with federal health reform; establishes requirements for catastrophic health plans,
which will be available to young adults as part of federal health care reform.
House bills

Provides greater protection for consumers in the event of insurer insolvency by increasing
the limit for health policies covered by the Oregon Life and Health Insurance Guaranty Association
for major medical coverage, disability, and long-term care coverage.
