State revokes McMinnville insurance agent's licenses

SALEM – The Department of Consumer and Business Services (DCBS) has revoked the individual and corporate insurance agent licenses of a McMinnville man, William E. Barlow II, for numerous violations of the Oregon Insurance Code. He also was fined $7,000.

Barlow operated Barlow Insurance Agency, Inc., in McMinnville. An investigation by the Insurance Division of DCBS found that Barlow had violated state laws by:

  • Withholding insurance refund checks belonging to at least six policyholders.
  • Telling a woman she was covered under an auto insurance policy when the policy had been terminated.
  • Telling another woman she had flood insurance when the policy was not in force.
  • Misrepresenting financial information in his daily electronic remittance reports to Allstate Insurance Co.
  • Commingling his personal funds with premiums.
  • Failing to account for premiums received.
  • Failing to deposit premiums or refunds in a trust account within seven days as required by law.

The investigation also found that Barlow Insurance Agency, Inc., failed to notify the Insurance Division when it affiliated two agents to transact insurance on its behalf, and when the affiliations were terminated.
