Insurance Division revokes Eugene man's license

The Oregon Insurance Division has revoked the insurance agent's license of a Eugene man for violating several Oregon laws.

Paul B. Joiner's license was revoked, effective Feb. 1, for misappropriating premiums, making misrepresentations to policyholders, transacting insurance without a license, and transacting insurance without an appointment by an insurance company. He also was fined $500.

Joiner admitted he did not remit a check to an insurance company that he received from a Springfield couple in 1996 as partial payment for an auto insurance policy. He told the couple on several occasions that their car was insured when, in fact, the policy had been canceled. The insurance company later refunded the money to the couple.

Joiner also admitted he did not remit a check to an insurance company that he received from a Eugene business in 1997 for payment of worker's compensation insurance premiums. Joiner later returned the check to the Eugene business.

The Insurance Division recently received calls from several other consumers in the Eugene area who purchased policies from Joiner but later discovered they may not have coverage because premiums had not been remitted to the insurer.

"We're concerned that there may be other people who think they have insurance but may not be covered because the premiums were never sent to the insurer," said John Piper, public information officer for the Insurance Division. "Anyone who purchased insurance from Mr. Joiner in the last two years may want to contact the insurance company or agency that he represented and verify that they do, in fact, have insurance coverage."

Joiner is prohibited from selling insurance or servicing existing policies in Oregon. He also is banned from owning an interest in or being an officer, director or employee of any business licensed as an insurance agent, consultant or adjuster in Oregon.
