Licensing Procedures – Producers

A producer license is required for any person who intends to sell, solicit, or negotiate insurance.
Applications may take up to 30 days to process. Before contacting the Producer Licensing Unit to see if a license has been processed, please check the Processing Status log.

Individuals

Oregon Residents

Completion of pre-licensing training is required before taking the required exams. Applicants for life, health, property, casualty, and personal lines insurance must complete:

  • 20 hours for life
  • 20 hours for health
  • 20 hours for property
  • 20 hours for casualty
  • 20 hours for personal lines (Personal lines training is not required for property and casualty applicants)

To apply as a resident producer:

  1. Apply online at NIPR.com or submit an Individual Insurance License Application (Form 3000). Paper submissions take significantly longer to process than electronic submissions.
  2. Submit a fingerprint card (Form FD-258).
  3. Pay a $75 fee.

NOTE: The business entity (agency) also must file an affiliation of producer (Form 2139) within 30 days.

Additional requirements for specific licenses or endorsements:

  • Variable Life applicants must be registered with an Oregon securities dealer.
  • Surplus Lines applicants must be licensed for property and casualty and take a surplus lines exam.
  • Managing General Agent endorsement applicants need to provide proof of $500,000 errors and omissions coverage. Applicants must either hold a producer license or apply for a producer license.
  • Reinsurance Intermediary Manager endorsement applicants need to provide proof of $500,000 errors and omissions coverage. Only the contracted individual or business entity needs to hold this endorsement. Applicants must either hold a producer license or apply for a producer license.
Exam Information

Exams are administered by Prometric. See Prometric's Web site for information for candidates for Oregon licenses, including how to register for exams, exam outlines, and exam fees. An insurance application must be approved before an applicant can register for an exam. Exam fees are paid directly to Prometric at the time of exam registration.

Individuals who wish to request special accommodations under the Americans with Disabilities Act (ADA) or for whom English is a second language (ESL) may request special exam arrangements by submitting a special accommodations form to Prometric. The form is available on Prometric's Web site in the licensing information bulletin.

Transferring from Another State

Within 90 days of establishing residence

NOTE: This applies only to producers who move to Oregon and apply for a resident license within 90 days or less of establishing legal residence in this state.

To transfer a license from another state:

  1. Submit a Uniform Application for Individual Insurance Producer License.
  2. Submit a fingerprint card (Form FD-258).
  3. Pay a $75 fee.

NOTE: No exam is required if the applicant is applying for the same lines he or she was licensed for in the previous home state. Applicants for variable life must provide NASD CRD printout showing applicant is registered with an Oregon securities dealer.

More than 90 days after establishing residence

NOTE: This applies to producers who apply for a resident license more than 90 days after they established legal residence in Oregon.

To transfer a license from another state:

  1. Submit a Uniform Application for Individual Insurance Producer License.
  2. Submit a fingerprint card (Form FD-258).
  3. Pay a $75 fee.

NOTE: Pre-licensing training is required for applicants who have less than three years of producer experience in the lines applied for. Appropriate exams also are required.

Nonresidents

To apply as a nonresident:

  1. Apply online at NIPR.com or submit a Uniform Application for Individual Insurance Producer License. Paper submissions take significantly longer to process than electronic submissions.
  2. Pay a $75 fee.

NOTE: A letter of certification also is required if the producer is not listed on the NAIC Producer Database (PDB) or the license shows as inactive on PDB.

Business Entities

The following are required to be licensed as a business entity:

  • corporation
  • association
  • partnership
  • limited liability company
  • limited liability partnership or other legal entity

NOTE: Sole proprietors are not required to be licensed. However, some insurance companies may require a sole proprietor to become licensed as a condition of the agency contract.

Oregon Residents

To apply as a resident business entity:

  1. Submit a Uniform Application for Business Entity Insurance License/Registration.
  2. Pay a $75 fee.

NOTES:

  1. Assumed business names must be registered with the Secretary of State Corporation Division.
  2. The business entity (agency) also must file an affiliation of producer (Form 2139) within 30 days.

Nonresidents

To apply as a nonresident business entity:

  1. Submit a Uniform Application for Business Entity Insurance License/Registration.
  2. Pay a $75 fee.

NOTES:

  1. Assumed business names must be registered with the Secretary of State Corporation Division.
  2. The business entity (agency) also must file an affiliation of producer (Form 2139) within 30 days.
